NASHVILLE, Tenn. – Nissan today announced Tracy Woodard, director, Government Affairs, will transition to a senior advisory role as she moves towards retirement following a distinguished career with the company. David Bauer will succeed Woodard as director, Government Affairs, Nissan Americas, effective July.
Since joining the company in 2006, Woodard has led federal and state government affairs, advising senior leadership and helping shape key automotive and economic development initiatives, including the company’s headquarters relocation to Tennessee.
“Tracy’s leadership has had a significant impact on Nissan and beyond, including at the state and federal level and in the communities where we operate,” said Andrew Tavi, senior vice president, Corporate and External Affairs, Nissan Americas. “Her deep expertise, trusted counsel and commitment to building strong partnerships have been critical to advancing Nissan’s priorities and supporting our growth over nearly two decades. We thank her for her many contributions and wish her all the best in this next chapter.”
Building on this momentum, Bauer brings more than 15 years of experience in public policy legislative advocacy and stakeholder engagement across the automotive and transportation industries. He will lead Nissan’s federal and state government affairs strategy across the U.S., representing the company on key automotive regulatory policy. He will be based in Washington, D.C., and report to Tavi.
Most recently, he served as vice president, State Affairs and Federal Tax Policy at American Trucking Associations, where he led advocacy efforts across all 50 states and delivered legislative outcomes. Bauer has also represented automakers, including Nissan, before Congress and state legislatures and advanced industry priorities through the Alliance for Automotive Innovation.
“David brings extensive knowledge of automotive policy and a strong track record driving results in complex legislative environments,” said Tavi. “As the industry continues to evolve, his leadership will be critical in advancing policies that support innovation and competitiveness across our business.”
Bauer holds a juris doctor from the University of Baltimore School of Law, a master of arts in political management from The George Washington University, and a bachelor’s degree in political science from Washington College.
